How is 1.5 MB measured?
As 1.5 × 1024 × 1024 = 1,572,864 bytes. If your form means 1,500,000 bytes, lower the target slightly.
Will the resolution drop?
Rarely. Most photos only need a slightly lower JPG quality to fit 1.5 MB.
